The Action Plan for Gender Equality in Sport is a UNESCO policy and programme implementation framework designed to address persistent gender inequalities within and beyond the field of sport. The document aims to harness sport as a transformative tool for advancing gender equality by empowering women and girls and fostering more equitable and inclusive sport environments.

The plan identifies structural inequalities across the sport sector, including gaps in participation, representation, and leadership for women and girls, disparities in remuneration and media coverage, as well as issues related to gender-based violence and discrimination. It sets out evidence-based, gender-transformative policy and programme directions to address these challenges, while emphasizing the importance of multi-stakeholder collaboration and participatory approaches throughout policy design, implementation, and evaluation.

The Action Plan for Gender Equality in Sport is implemented within the framework of UNESCO’s flagship sport programme, Fit for Life, and serves as a key reference for governments, sport organizations, and policymakers in designing and implementing gender equality policies and programmes tailored to national and local contexts.
