(1) No one shall collect email addresses by using a program or any other technical device that automatically collects email addresses from an Internet website on which the intention to refuse the collection of email addresses is clearly stated.
(2) No one shall sell or distribute email addresses collected in violation of Paragraph (1).
(3) No one shall use email addresses for information transmission while knowing that their collection, sale, and distribution are prohibited under Paragraphs (1) and (2).
